Qays "Keys" Firooz
A psychic refugee "rescued" from the Manus detention center by ESPER.
This one is mostly the work of David Tormsen, long time contributor to the Delta Green Mailing List and connoisseur of non-US organizations in Delta Green.
Keys is here to illustrate that ESPER are not the good guys. There's a dark side to Alex Cross' paternalism. They doesn't pile up the bodies like Delta Green, but ESPER's mission is control and exploitation of the paranormal. Just like MAJESTIC, March Tech, and the new SV8. Sometimes the only difference between them and Twoflower is that Twoflower pays better.
