Cal Buchanan misses war. He misses being surrounded by people who would kill and die for him, instead of indifferent or hostile strangers. He misses being allowed to kill people who threaten him, instead of suppressing his urge to defend himself in unfamiliar and dangerous situations. He misses having a mission, instead of waiting to die of alcoholism and heart disease. That’s why he still takes Delta Green’s calls, even after they hung him out to dry.
The Labyrinth sourcebook for Delta Green has a lot of factions intended as allies for the player characters, with associated complications. The idea is that the player characters gradually come to trust and rely on a specific NPC within the faction, but eventually pay the price for leaning on them for assistance.
The problem is, none of the NPCs in the book are helpful enough for the players to give them the time of day. Unless you've got a group that loves "adopting" people into the investigation, the Agents are going to keep nosy private investigators and bloggers and activists and so on at arm's length, rather than welcoming them into the fold. The trap isn't baited well enough.
The one thing I know that Agents always want help with is killing things. When they realize the scope of the threat, they usually phone the Case Officer and demand Delta Green send a kill team to sanitize the situation. The Case Officer tells them they are the kill team, and maybe gives them the address of a Green Box with weapons.
In the future, maybe they'll send Cal instead.
