It could be. It should be. The people who have supernatural power don't want to share. The people who have mundane power don't want to compete with supernatural power. Together they engage in a tacit conspiracy to suppress the magickal revolution through the coercive apparatus of the state and through organizations operating in the occult underground.
Like democratic centralism, the magickal revolution is both top-down and bottom-up. The occult underworld, the security forces and the general populace will be bent to our cause through the distribution of Special Orders. Properly educated, motivated and empowered, these elements will join us in overthrowing the enemies of the revolution and the people.
Special Orders are food items imbued with magick power. Consuming a special order causes a supernatural effect to later manifest at the time when magickal intervention is needed the most. Beneficent supernatural effects solve problems, save lives and demonstrate the power of magick to effect positive social change. Baneful supernatural effects inhibit and strike down our enemies, who eat our chicken because they believe we're just a pack of harmless food service drones.
Besides distribution of Special Orders, local Cadres workin' for the Colonel will engage in reconnaissance, defensive operations against rival cabals, preemptive strikes, mutual aid, and other duties as assigned. We will establish that we are armed and ready to resist those who would harm us, but also that we can be relied on to help people who have nowhere else to turn. We will fight on all fronts and we will win.
